Shèng jì zhī lù, zǒng bǎi bìng zhī fāng.
English Translation
The Emperor, concerned for the people's illnesses and pains, ordered the famous physicians of the realm to be gathered and the proven formulas of past and present to be collected, compiling this book to be promulgated throughout the land, so that the benevolence of the Sagely Relief might reach the four seas.
